UPDATE - Essential Car User Allowance
The Council have confirmed that they will be removing the Essential Car User Allowance (ECU). The Council will offer individual staff affected a disgraceful and derisory buyout of £625 (gross) which for most staff is a net amount of £500. This offer of this voluntary buyout is in exchange for losing ECU forever. UNISON are clear that this is not a good deal for staff.
For a long period of time UNISON has been in discussion with the Council over ECU. UNISON’s position has always been that those staff whose duties are such that it is essential that they have a car at their disposal at all times should receive ECU. UNISON’s view is that the Council acted in bad faith and saw attacking staff terms and conditions as an easy target and an easy way to save money. However it gets worse, the Council have confirmed that they will sack and then re-engage staff who do not agree to this derisory buyout. It is shameful that a Labour Council chooses to attack staff’s terms and conditions of employment in this way.
UNISON has triggered a formal dispute with the Council and now have no choice but to initiate a formal industrial action ballot. This is not a decision that is taken lightly but given the results of our recent consultative ballot we believe that this is now the only course of action open to members to resist the disgraceful attack on their terms and conditions. Members must now take a stand to resist these attacks on their employment conditions.
